Student Loan Default Prevention and Management Coordinator (Student Services
Program Coordinator II) – Enrollment Services/Financial Aid

salary will be commensurate with experience.

MINIMUM
TRAINING AND EXPERIENCE: Master’s degree; or Bachelor’s
degree and two (2) years of experience in college financial aid. Experience in
student loan default management within federal student financial aid programs
strongly preferred.
KNOWLEDGE,
SKILLS AND ABILITIES: Knowledge of current and comprehensive
federal and state regulations pertaining to student and state aid programs;
Knowledge of U.S. Department of Education rules and regulations; Knowledge of
Title IV program fund regulations; Knowledge and understanding of cohort
default rate management and student loan repayment options; Knowledge of
current tax regulations and the implications of such regulations on financial
aid; Experience in the utilization of financial aid software and business
applications such as Microsoft Office and NSLDS; Excellent communication,
presentation, and interpersonal skills in interacting with diverse
constituents; Ability to prioritize, organize and manage a significant case
load; Ability to interpret and explain complex regulations and policies to a
diverse audience; Ability to work independently; Ability to effectively
communicate in oral and written form; Ability to travel the tri-county service
area; Ability to work flexible hours including periodic evenings and weekends
as needed.
SPECIFIC
DUTIES
1. Develops, implements,
and evaluates default aversion and management strategies. Works with loan
services, guarantors, and other service providers to cure delinquent accounts
and promote default awareness. Oversees all borrower communication initiatives,
which may include weekly and/or monthly call or mail campaigns based on
borrower delinquency status. Initiates, coordinates, and manages communications
between York Technical College and third-party participants in Federal loans.
Communicates between borrowers and third-parties, such as loan servicers and
the Department of Education to facilitate timely resolution for at-risk
borrowers. Reviews reports and facilitates process of reporting students
balance loan delinquencies to regulatory agencies and ensures compliance with delinquency
reporting processes. Acts as liaison between students, guarantee agencies and
the Department of Education to assist on default resolution. Maintains
appropriate records regarding cohort default management. Provides historical
and forecast models of College’s cohort default rates.
2. Contacts former
students who are delinquent on federal student, and counsels them on making
payments to bring account current and/or assists them with deferment and
forbearance form in an effort to prevent and mitigate defaults. Reviews
defaults, bankruptcies, and loan discharge conflict flags (C flags) received
from NSLDS to determine whether proper documentation has been submitted to
clear the flag. Facilitates efforts for minimizing delinquency and default on
student loans by following up with letters, emails, and phone calls to former
students. Conducts and interprets ongoing evaluations, complex data, and
revision of default management procedures. Performs statistical analyses and
summarizes findings in applicable reports to other communication mediums.
Reviews with Registrar Student Status Confirmation Report (SSCR) through
National Clearinghouse. Uses data from forecasts on cohort default rates to
inform short and long-term financial aid department goals in concert with head
of Financial Aid and Dean for Enrollment Services.
3. Develops and conducts
financial aid and literacy education resources, training, and information
workshops continuously incorporating changing regulations and procedures.
Coordinates workshop settings with debt counseling sessions, college success
classes, high school college nights, early awareness programs and other
financial aid application sessions. Facilitates resolutions for delinquent
borrowers in danger of defaulting. Prepares entrance and exit interview packets
and debt management packets for presentations. Tracks and manages student loan
delinquencies; Works and reconciles DL and CDR reports.
4. Recommends and
analyzes solutions to improve current processes and actively participates in
the marketing and roll-out of new financial resources and/or processes. Works
with other Departments to develop, implement, and coordinate cohort default
management practices and student financial literacy programs. Works
collaboratively with other financial aid counselors, Enrollment Services staff,
and others to ensure that optimal default prevention techniques are applied.
5. Provides backup
financial aid counselor assistance (including Welcome Center) Financial Aid
counselors as assigned. Performs other duties as assigned.
