POSITION: Director of Compliance and Financial Aid (Student Services Manager II) – Enrollment Services/ Financial Aid

STARTING SALARY: Actual starting salary will be commensurate with experience. (Class CB80/Band 07). Position # 126939

MINIMUM TRAINING AND EXPERIENCE: Master's degree in Business Administration, Public Administration, Student Personnel Services or a related field with a minimum of two (2) years of progressive and demonstrated direct leadership experience in higher education student financial aid administration. Or Bachelor’s degree in related field with five (5) years of direct leadership experience managing a Financial Aid department at the college or university level.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of counseling practices and principles in higher education; Knowledge of higher education student financial aid administration including federal and state regulations and guidelines; Knowledge of effective communication, organizational, and interpersonal skills; Knowledge of business management and general accounting/auditing practices and principles; Ability to exercise flexibility and resourcefulness in dealing with diverse situations and people; Ability to exercise excellent people and interpersonal skills; Ability to work independently and to effectively manage a variety of simultaneous activities; Ability to establish and maintain effective working relationships with students, parents, faculty, staff, and the general public; Ability to supervise, train, and evaluate personnel; Ability to identify, develop, and implement programs, and activities that will benefit the campus community and support enrollment goals; Ability to travel tri-county service area.  Ability to work a flexible schedule to include periodic evenings and weekends.

SPECIFIC DUTIES

1. Provides leadership and holds accountability for ensuring all federal and state aid programs are administered effectively and in compliance with standards. Recommends, develops, interprets, and implements policies and procedures for all federal, state, and institutional student aid programs including but not limited to Federal Pell Grant, Federal Direct Loans, FSEOG, LIFE Scholarships, Lottery Tuition Assistance Program, State Need-Based grants, other scholarships, and Federal Work-Study. Establishes priorities to facilitate the accomplishment of departmental objectives and maintains effective procedures to monitor activities. Develops and implements departmental and Institutional Effectiveness goals.

2. Trains and supervises Assistant Director for Financial Aid, Financial Aid Counselors, and Student Loan Default Prevention and Management Coordinator ensuring team remains up-to-date and immersed in professional development related to their roles. Develops and maintains Financial Aid Policy and Procedures manual. Develops and prioritizes programming job requests for the department. Oversees, maintains, tests, and verifies the financial aid administrative software management system ensuring optimum productivity, mitigated risk and integration with other departments and systems.

3. Conducts preliminary in-house review consisting of students’ files, the financial aid module in the Datatel administrative software system, and office procedures. Initiates all required actions to receive appropriated funds from designated federal, state, and local entities to disburse to students. Prepares and manages all budgets, monitors regulations to ensure compliance, implements procedures and practices to ensure a valid audit trail. Upon review completion, prepare findings, and make recommendations and/or write proposals. Directs use of electronic technology and interfaces for general aid application processing, FISAP reporting, and maintains information for periodic recertification of the institution to receive federal aid and completes all required reports.

4. Oversees development and implementation of the College’s revamped default prevention and management efforts. Ensure College implements consistent strategies to manage default rates and provides leadership to Student Loan Default Prevention and Management Coordinator.

5. Serves as a resource person on committees. Counsels with students on financial aid opportunities, eligibility guidelines and application processes Participates in college activities and events and assists the Dean for Enrollment Services and Associate VP for Academic and Student Affairs in establishing effective enrollment management practices and student services. Performs other duties as required.
